Duties: | GENERAL ACCOUNTABILITY:
The incumbent in this class will assist management to achieve an efficient operation within the RCMP Community Police Office through reliable performance in staff supervision, guarding duties, keeping current with and complying with Municipal and RCMP policies and procedures as well as observing and complying with safety practices. NATURE AND SCOPE OF WORK: The incumbent in this class will be a working supervisor responsible for the general supervision of the Municipal guards ensuring an efficient operation within the Detachment cellblock; training, hiring and disciplining staff in accordance with established policies and procedures, preparing and implementing shift schedules, and assessing performance of subordinates. The incumbent will maintain Prisoners Report Listing codes for the billing of all prisoners held in the Chilliwack RCMP cellblock and submit to RCMP headquarters on a quarterly basis, and monitor contracts to ensure compliance to the terms and conditions as set out in the contract. The incumbent will ensure that all responsibilities are performed pursuant to the policies and regulations of the RCMP and the City of Chilliwack; ensuring the safety and security of prisoners; finger printing, photographing, assisting the RCMP to book in and release prisoners; collect prisoners’ effects; assist the RCMP to restrain violent prisoners utilizing the restraining chair, assist in permitting telephone privileges and interviews with Legal Council or Probation Officers; ensuring the overall quality of all reports and ensuring that the Prisoner Log Books are accurately maintained, ensuring high risk prisoners are flagged and paperwork documented for the safety of members and staff. The incumbent will monitor and ensure all medical requirements of the prisoners have been met including dispensing of medication as directed by physicians and will be the liaison between medical facilities and doctors for prisoner needs. The incumbent will be responsible for the transfer of all prisoners to and from the cell block; ensuring all required warrants and legal documents are available; and liaising with the Sheriffs for escorts as required. The incumbent will be responsible to ensure cell block incidents are reported direct to the Watch Commander and completion of the Incident report. The incumbent will ensure all safety policy and procedures are followed for guards on shift; ensure guards keep up-to-date with first aid and ensure employees follow policy on vaccinations. The incumbent will order meals for prisoners and uniforms in the cellblock. The incumbent will maintain a supply list for the cellblock and ensure all supplies are kept well stocked. The incumbent will maintain the cellblock reference manual for all guards keeping them up-to-date on policy changes. The incumbent will be required to decontaminate when required; and clean cells after infectious prisoners when required. The incumbent will liaise with the RCMP to provide copies of cellblock tapes required for court; attend court when subpoenaed in relation to prisoners; and attend inquests when subpoenaed to do so. The incumbent will maintain the LTO (Leave Time Off) schedule given to guards for all breaks not taken throughout the year. The incumbent will be required to perform other duties as assigned. Assignments and responsibilities are performed under general supervision in accordance with established routine. Performance is subject to review, inspection and evaluation by the Administration Manager. WORKING CONDITIONS: The incumbent in this class will be required to work any consecutive five days within the hours of work as prescribed in published schedules and on occasion work overtime as authorized. The incumbent must wear safety equipment as appropriate to the performance of duties. The incumbent, upon hiring, will have union dues deducted from source in accordance with the Collective Agreement. |
Education: | -Must have completed a minimum of Grade 12 education with several years of police or correctional experience, completed a formal training course in effective supervision and have a minimum of two (2) years experience in a supervisory role; |
Skills: | -Must have sound knowledge of the principles, practices and procedures used in the care and custody of prisoners;
-Able to understand written and verbal instructions in English and accurately complete required forms; -Able to operate all equipment associated with guarding duties; -Able to establish and maintain an effective working relationship with department officials and other members of staff; -Able to type at least 30 wpm; -Able to recognize and rectify and/or report upon actual and potential safety hazards; -Able to qualify for and maintain the required security clearance for the position. Failure on the part of the employee to satisfy this requirement will necessitate the removal of the employee from the position. |
