Duties: | GENERAL ACCOUNTABILITY:
The incumbent in this class assists management to achieve safe, efficient, effective and economical operation and expansion of the Landfill Gas System at the Bailey Sanitary Landfill in accordance with national, provincial and municipal laws, codes and regulations and best engineering practices. The incumbent also oversees other solid waste and landfill-related projects. Under the supervision of the Manager, the Landfill Systems Operator’s duties are performed in accordance with City and engineering policies and project objectives. The incumbent will also be responsible for ensuring the safety and security of confidential material pertaining to the Department's operation. NATURE AND SCOPE OF WORK: The incumbent will be primarily responsible for providing assistance to the Manager of Environmental Services for the safe and efficient operation of the Landfill Gas System to maximize landfill gas collection and treatment, and reduce greenhouse gas emissions. The Landfill Systems Operator position is responsible for the continuous, efficient and safe operation and maintenance of the gas collection infrastructure and flare station to maximize its uptime. The Landfill Gas System may also incorporate beneficial use of the gas. Work related to the Landfill Gas System shall include, but not necessarily be restricted to the following duties: • well balancing, • monitoring performance and compliance of the system with regulatory requirements, • regular preventative maintenance, • troubleshooting and resolving issues as they arise, • project planning and budgeting for expansions/upgrades, • coordinating and overseeing maintenance and capital work carried out by contractors and City forces, • methane level monitoring, and • regular monthly and quarterly reporting to support annual regulatory reporting. The incumbent will perform other solid waste and landfill-related duties as assigned. Assignments and responsibilities are performed under general supervision in accordance with established routine and performance is subject to review, inspection and evaluation by the Manager of Environmental Services. |
Education: | • Successful completion of a technician Diploma from an accredited post-secondary institution in a directly related field (eg. Power Engineering, Mechanical Engineering, Environmental Engineering, Gas Processing) or equivalent diploma and experience in operating landfill gas collection, flaring and/or utilization systems (mechanical/control systems) and working with explosive gases;
• Membership in ASTTBC or equivalent professional organization is an asset; • Certification in the Solid Waste Association of North America's (SWANA) Manager of Landfill Operations (MOLO) and LFG Operation courses is an asset; |
Skills: | • Must be in possession of a valid B.C. Driver's Licence;
• Good knowledge of engineering principles and practices relating to municipal solid waste and landfill gas; • Technical aptitude to operate and/or maintain portable landfill gas analyzers; • Able to apply Project Management methodologies and tools to scope, review submissions, award, and oversee projects; • Able to perform a variety of engineering computations and tabulations and interpret a variety of technical data and information; • Able to read and interpret engineering drawings and plans, to identify, collect and analyze relevant data from these and other sources and to anticipate and correct for possible conflicts; • Good knowledge of municipal bylaws, and other pertinent regulations/polices pertaining to solid waste and landfill gas; • Able to establish and maintain an effective working relationship with developers, contractors, engineers, elected officials, other members of staff and the general public; and • Able to communicate effectively, both orally and in written format, with sound knowledge and ability to prepare and present technical and non-technical reports. |
