Duties: | The incumbent in this class assists management in the Engineering Department to achieve an efficient operation of municipal utilities systems including water resource management, drinking water distribution, wastewater collection and, wastewater treatment systems. As a Utilities Environment Specialist the incumbent is expected to accept responsibility and to use initiative in all phases of the work to ensure that departmental objectives are met in accordance with federal, provincial and municipal legislation and current best practices. The incumbent will be responsible for observing and complying with municipal policies, and ensuring the safety and security of confidential material pertaining to the department's operation.
The incumbent will be responsible for performing technical and administrative work relating to utilities including water resource management, drinking water treatment and distribution, wastewater collection and, wastewater treatment systems. The incumbent will also be responsible for investigation, data collection and analysis and, reporting, in response to regulations governing water resource management, drinking water supply and wastewater treatment systems; assisting with identifying, licensing and developing drinking water sources; water conservation programs including research, data collection and analysis, making recommendations for policy development, bylaw enforcement, public education, purchasing, budgeting and reporting; sewer source control programs including research, data collection and analysis, making recommendations for policy development, bylaw enforcement, waste discharge permitting and reporting; hydraulic network analysis and utilities infrastructure capacity assessments in response to development proposals; assisting with groundwater protection program; procurement and coordination of engineering consultants and other contractors engaged to provide services covering any aspect of the work of the utilities team including ensuring appropriate review by engineering and other departments; responding to enquiries from the public, senior management and Council both orally and in writing; assisting with the preparation of grant applications; developing excellent working relationships and active coordination with other departments responsible for and affected by the work of the engineering team and the incumbent’s work in particular. The incumbent will be required to perform other related duties as assigned. Assignments and responsibilities are performed under general supervision in accordance with established routine and performance is subject to review, inspection and evaluation by the Manager. The incumbent will normally work the standard work week of Monday to Friday within the hours required to ensure effective performance and work overtime as authorized. The incumbent will be required to travel in the performance of duties. The incumbent, upon hiring, will have union dues deducted from source in accordance with the Union Agreement. |
Education: | Must have degree in Environmental Science or Environmental Engineering and post graduate experience in municipal utilities, water or wastewater -OR- an equivalent combination of education and experience. |
Skills: | - Sound knowledge of principles, practices and regulation concerning water resource management including water conservation programs;
- Sound knowledge of environmental principles, practices and regulation governing drinking water supply including quality monitoring and contaminants of concern; - Sound knowledge of environmental principles, practices and, regulation governing wastewater collection and treatment including source control programs and environmental monitoring; - Sound ability to collect and analyse data relating to water and wastewater characteristics; - Knowledge of municipal bylaws, zoning regulations and other pertinent regulations/polices pertaining to the operation of the department; - Knowledge of principles and practices relating to design and operation of water distribution and sewer collection systems including simple hydraulic network analysis; - Knowledge of principles and practices relating to design and operation of wastewater treatment systems; - Ability to prepare procurement documents for, and manage effective delivery of, consulting engineering services; - Ability to establish and maintain an effective working relationship with developers, contractors, engineers, elected officials, other members of staff and the general public; - Able to communicate effectively, both orally and in written format, with sound knowledge and ability to prepare and present technical and non-technical reports. |
Salary: | $50.32 per hour (2024 rate) |
