Duties: The incumbent in this position assists the Manager of Transportation & Drainage in the operation and construction of the City's Road, Transportation, Drainage and Dyking Systems. As a Section Supervisor the incumbent is expected to accept responsibility and to use initiative in all phases of work to ensure achievement of the annual and multi year goals and objectives. The incumbent will be responsible for observing and complying with municipal policies and ensuring the safety and security of confidential material pertaining to the Department's operation. The incumbent works under minimal supervision and exercises considerable independence of judgement and action in the technical and operational aspects of the work, with particularly complex problems and policy matters being discussed with the Manager of Transportation & Drainage.

Education: Must be a graduate of an institute of technology in a minimum two (2) year civil engineering program, eligible for certification in the ASTTBC with ten (10) years of progressive experience in roads and traffic, two (2) of which must be of a supervisor level;
Skills: The incumbent will, under general direction and guidance, be responsible for staff supervision and performing technical work involving all aspects of the management of the City's road, transportation, drainage and dyking systems including long range transportation and drainage planning, urban transit system, traffic signal management, street lighting, pavement management, preparation of contracts, estimates, specifications and annual budgets, supervision of construction, the maintenance of division records and data base.

The incumbent will be responsible for a variety of field inspections, review proposed work programs and monitor their progress, liaise with consultants, developers, external agencies and other staff. The incumbent may be required to attend and address Council and Committees of Council and other meetings when required.

The incumbent will provide assistance and technical information to staff, contractors, consultants, utility companies, developers and the general public. The incumbent will be responsible for all facets of staff supervision; assigning, coordinating and monitoring the work of subordinates; training, supervising, disciplining and assessing the performance of subordinates. The incumbent will be required to perform other related tasks as assigned. Assignments and responsibilities are performed under general supervision and performance is subject to review, inspection and evaluation by the Manager of Transportation & Drainage
Sound knowledge of traffic engineering design principles and ability to plan long range Road, Transportation, Drainage and Dyking improvements;

-Sound knowledge of warrants for traffic regulatory devices;

-Sound knowledge of road, drainage and dyking construction methods and materials;

-Sound knowledge of regulations, rules and bylaws affecting the division;

-Able to design and direct the construction of traffic signal systems;

-Able to work with computer software for analysis and management of traffic signals, road payments, traffic volume data and traffic accident data, etc.;

-Able to prepare annual capital and maintenance budgets;

-Able to plan, direct and control the work of subordinates;

-Able to establish and maintain an effective working relationship with developers, contractors, engineers, elected officials, external agencies, other staff and the general public;

-Able to communicate effectively both orally and in written format and especially to prepare and present technical and non-technical reports and all forms of general correspondence;

-Able to perform a variety of engineering computations and tabulations and interpret a variety of technical data and information;

-Able to establish and maintain essential division records and data base;

-Be in possession of a valid B.C. Driver's Licence
Salary: Paygrade 15 (2013) $37.29 / hr - $43.87 / hr
