Duties: The incumbent in this class assists management to achieve efficient and economical operation in the maintenance of existing municipal infrastructure. The incumbent will also be responsible for the inspection of new construction and installation of revised or additional systems or works according to the national, provincial and municipal laws, codes and regulations and best engineering practices. Under the supervision of the Utilities Superintendent, the CCTV Pipeline Inspection Technician’s duties are performed in accordance with City and engineering policies and project objectives, in a safe and professional manner. The incumbent will also be responsible for ensuring the safety and security of confidential material pertaining to the Department's operation.

The incumbent will be responsible for the CCTV inspection of underground infrastructure, observing and coding defects by utilizing PACP certified software. It will be understood that the work being performed is of a technical nature and relates to utilities and public works which include water supply and distribution, sewage collection and sewage pump stations, roads and drainage systems. Technical work may include conducting investigations, inspections, analysis of data, designs, specifications, drawings and reports. The incumbent will liaise closely with other sections of the Department, particularly with Utility and Public Works Foremen and Utilities Maintenance crews. The incumbent will provide technical information for use by staff, contractors, consultants, utility companies, and the general public, as required. The incumbent will be required to perform other related tasks as assigned, such as smoke testing, manhole inspections or sewer blockage removals. Assignments and responsibilities are performed under supervision and performance is subject to review, inspection and evaluation by the Utilities Superintendent. The incumbent will be required to attend technical services and training courses relating to utility and/or public works operations as and when required.

The CCTV inspection process will be completed to program standards. This will include directing appropriate pre-inspection flushing, performing the CCTV inspection, assessing the data collected and preparing accurate inspection reports that are in compliance with code specifications. All CCTV equipment will be kept in very good operating condition by storing, adjusting, cleaning and lubricating equipment components to manufacturer’s specifications. As well, report any major malfunctions or inefficiencies to a supervisor to ensure proper repairs are made in a timely manner.
Education: - Must hold certification by the National Association of Sewer Service Companies (NASSCO) and must have a minimum of 5 years of related experience.

- Must have or be able to obtain Class III in either Water Distribution or Sewer Collection as per B.C. Certification Program for Operators.
Skills: Sound knowledge of the methods, materials, tools, equipment and procedures utilized to conduct video inspections of underground infrastructure and all other duties related to the position;

Sound knowledge of municipal engineering, construction and maintenance operations;

Computer literate with in-depth working knowledge of computer applications such as Microsoft Office and CCTV data collection software;

Sound knowledge of national, provincial and municipal laws, bylaws, codes and regulations governing municipal engineering works;

Able to establish and maintain an effective working relationship with staff, contractors and the general public;

Able to communicate effectively, both orally and in written format, with sound knowledge and ability to prepare and present technical and non-technical reports and all forms of general correspondence;

Able to plan and schedule assigned work to meet project time lines;

Confined Space, WHMIS and Transportation of Dangerous Goods certifications are required;

Must be in possession of a valid B.C. Driver's Licence.
Salary: $27.80 to $32.71 (2017 rates)
