Title: Senior Development Technologist
Department: Development and Regulatory Enforcement Services
Duties: The incumbent in this class assists management to achieve efficient operation in the Department through reliable performance in all areas of land development and servicing work. As a senior technologist , the incumbent will be responsible for observing and complying with municipal policies, ensuring the safety and security of confidential material pertaining to the Department's operation.

Under minimum supervision, the incumbent will be responsible for all work relating to land development and subdivision servicing; reviewing land development civil engineering plans; reviewing geotechnical and environmental reports; investigating and reporting on technical problems in servicing of drainage, roads and utilities, etc. of the development; carrying out the final inspection of subdivision servicing for turn over to the City, monitoring warranty work requirements during the guarantee period, inspecting and making recommendations with respect to subdivision servicing; performing on-site inspections to insure subdivision and development servicing is installed in accordance with the approved drawings and specifications, reviewing the progress of the subdivision work in order to advise the Approving Officer with respect to release or reduction of security for such. The incumbent shall prepare cost estimates and coordinate all sales and service work orders for installation of servicing works. The incumbent shall also be responsible for coordinating the Department's review of all rezoning, subdivision, Development Permits, ALR exclusion and Development Variance Permit applications; preparing written reports on permit applications for review and signature of the Manager.

The incumbent will be responsible for on-going review of the Subdivision and Servicing Bylaw; preparing draft amendments of the technical requirements or procedure; coordinating the review and input of all the technical sections in the Department.

The incumbent will, as directed, attend committee meetings, develop new and improved work procedures and upon receipt of approval, implement same; perform other technical work pertaining to the Department operation and other related duties that may be assigned. Assignments and responsibilities are performed under general supervision and performance is subject to review, inspection and evaluation by the Manager of Land Development and the Department Head
Education: Must be a graduate of an Institute of Technology in the two year Civil Engineering Technologist Program and should have a minimum 5 years experience related to municipal engineering work and land development servicing - OR – an acceptable combination of training and experience.
Skills: -Must be in possession of a valid B.C. Driver's Licence;

-Sound knowledge of engineering principles and practices, civil inspections and technical records relating to land development and municipal engineering;

-Able to perform a variety of engineering computations and tabulations and interpret a variety of technical data and information.

-Sound knowledge of construction practices, materials, methods and equipment employed in municipal engineering work;

-Good knowledge of municipal bylaws, zoning regulations and other pertinent regulations/policies pertaining to the operation of the department;

-Able to plan, direct and coordinate the work of subordinate staff;

-Able to establish and maintain an effective working relationship with elected and departmental officials, other members of staff, developers, contractors, property owners

-Able to communicate effectively, both orally and in written format, with sound knowledge and ability to prepare and present technical and non-technical reports;

-Able to read and interpret engineering drawings and plans, to identify, collect and analyze relevant data from these and other sources and to anticipate and correct for possible conflicts;

- Able to read and interpret geo-technical and environmental assessments. To identify, collect and analyze relevant data from these and other sources to anticipate, correct and make recommendation for these assessments.

-Able to coordinate the application of a wide variety of provincial and municipal requirements, standards, regulations, bylaws and related criteria and to prepare and submit reports relative to their impact on subdivision or development servicing.

Salary: $37.09 - $43.64 (2019 Rates)
