Duties: The incumbent in this class assists management to achieve efficient operation within the Department through supervision of technical, field and office work related to planning; provision of senior level planning advice in areas of development or long range planning including, zoning, development of planning policy, urban design and undertaking various comprehensive planning projects and observing safety and security practices of confidential planning material and municipal policies.

The incumbent in this class is responsible for supervising collection of data by visual surveys, map analysis and information sources, performing statistical analysis and design tasks. The employee reviews and prepares maps and reports varying in degree of complexity, reviews maps and reports prepared by staff varying in degree of complexity and interprets zoning, governing policy or policy implications and other bylaws. The incumbent is responsible for overseeing decisions on routine matters and for the processing of a variety of applications done by staff. The incumbent will be required to ensure that the City obtains data of land use, population, floor area distribution, employment and economics, etc., from governmental records, existing information and from other sources and present data in clear and concise form; consolidating and maintaining records, recording data on maps, charts, graphs and other material for interpretation. The incumbent will be required to prepare draft reports on complex development and long range planning matters; examine non-routine development plans and participate in comprehensive planning exercises. The incumbent will perform other related tasks as assigned. The incumbent will attend Council and Committee meetings as required. Assignments and responsibilities are performed under minimal supervision and with a wide range of discretion and performance is subject to review, inspection and evaluation by the Department Manager as assigned.
Education: Must have a degree in planning from a recognized university with five (5) years professional experience in urban and regional planning - OR - related degrees and extensive experience in both comprehensive planning and development control; must be in possession of a valid B.C. Driver's Licence.
Skills: -Must have a demonstrated ability to supervise, motivate and teach others, including the ability to direct and control the work of subordinates;

-Must be eligible for membership in the Canadian Institute of Planners;

-Expert knowledge of standard planning, building and engineering nomenclature and practices;

-Superior knowledge of the development industry and land development approval processes and principles, practices and objectives of urban and regional planning;

-Sound knowledge of the various government agencies involved in the planning and development, and sound knowledge in application procedures;

-Conversant in engineering, architectural design and building construction as it relates to planning;

-Ability to read and interpret architectural and site plans and understand specifications;

-Competent in all areas of mapping and graphics as applied in planning;

-Superior ability to communicate effectively, both orally and in written format, with sound knowledge in and ability to prepare clear, concise written and verbal technical and non-technical reports.

-Must possess sound knowledge of zoning and municipal bylaws and other pertinent regulations and bylaws pertaining to the operation of the department;

-Able to deal effectively with other department officials and developers and be tactful, courteous and diplomatic in dealing with the public;

-Able to establish and maintain an effective working relationship with Council members, officials, Department heads, and other members of staff.


Salary: $46.09 - $54.22 (2019 Rate)
