Duties: The incumbent in this class assists management to achieve an efficient operation in the Department through reliable performance in all areas of inspections work, administration of the Soil Removal and Deposit Bylaw, observing and complying with municipal policies, ensuring the safety and security of confidential material pertaining to the Department's operation.

The incumbent will be responsible for all technical work related to engineering inspection work and services; liaising with the public, contractors, engineers, developers, "foreign" utility companies (B.C. Gas, B.C. Tel., B.C. Hydro, and local cable television) and reviewing engineering plans and making site inspections related to subdivision development, service connections, driveway permits, culvert permits, and foreign utility installations; investigating and reporting on technical problems in servicing of subdivisions, inspecting and making recommendations in regard to highway access and basement elevations, approving and tracking foreign utility permits. The incumbent will also assist in the administration of the City's Soil Removal and Deposit Bylaw; administering the Recycling Contract, assist in the organizing of annual Solid Waste Management Programs such as the Spring Pitch In and Fall Waste Not programs, assist in the long term planning and project management of capital works related to the Bailey Landfill; and when required, writing letters and reports; preparing requisitions, certifying invoices and claims, maintaining records, drawings and files. The incumbent will perform other related duties as assigned. Assignments and responsibilities are performed under general supervision in accordance with established routine and performance is subject to review, inspection and evaluation by the Manager.
Education: Must be a graduate of an Institute of Technology in the two year Civil Engineering Technology Program and should have five years experience related to municipal engineering work and be eligible in the ASTTBC.
Skills: Must have above average public relations skills and have the ability to deal effectively and tactfully with the general public and contractors under conditions of stress and adversity;

Must have the ability to communicate effectively, both orally and in writing, with sound knowledge and ability to prepare and present technical and non-technical reports;

Sound knowledge of engineering principles and practices, civil inspections and technical records, relating to Municipal Engineering;

Good knowledge of road construction practices and utilities services practices, materials, methods and equipment employed in Municipal Engineering work;

Some knowledge of Solid Waste Management Programs with emphasis on recycling;

Able to use surveying, drafting and calculating instruments;

Must be in possession of a valid B.C. Driver's Licence:

Able to establish and maintain and effective working relationship with department officials and other members of staff.
Salary: $33.81 -$39.78 (2019 Rates)
