Duties: The incumbent in this class assists management to achieve an efficient operation of the City's Roads Management Program through reliable performance in traffic counts/analysis, pavement management systems, contract and specification preparation, budget preparation and administration and the maintenance of essential records and drawings.

The incumbent will perform technical work involving all aspects of management of the City's Road System including traffic management issues, parking, street lighting, pavement maintenance, preparation of contracts, estimates, specifications and annual budget, supervision of construction, the maintenance of division records and data base. The incumbent must write letters and reports.

The incumbent will undertake a variety of field inspections, review proposed work programs and monitor their progress, liaise with consultants, contractors, developers, external agencies and other staff. The incumbent must attend and address meetings when required. The incumbent will perform other duties as assigned. Assignments and responsibilities are performed under general supervision and performance is subject to review, inspection and evaluation by the Supervisor - Roads, Transportation, Drainage and Dyking.
Education: Must be a graduate of an institute of technology in a minimum two year Civil Engineering Program, eligible for certification in the ASTTBC with two (2) years of progressive experience in roads and traffic - OR - an acceptable combination of training and experience.

Be in possession of a valid B.C. Driver's Licence.
Skills: -Knowledge of warrants for traffic regulatory devices;

-Knowledge of road construction methods and materials;

-Knowledge of regulations, rules and bylaws affecting the division;

-Ability to work with and develop computerized data base;

-Ability to prepare annual capital and maintenance budgets;

-Ability to establish and maintain an effective working relationship with developers, contractors, engineers, elected officials, external agencies, other staff and the general public;

-Able to communicate effectively both orally and in written format and especially to prepare and present technical and non-technical reports and all forms of general correspondence;

-Able to perform a variety of engineering computations and tabulations and interpret a variety of technical data and information;

-Ability to maintain essential division records and data base;

-Be able to work in all weather.
Salary: $30.66 - $36.07 (2019 Rates)
