Duties: The incumbent in this class assists management to achieve the efficient and economical operation in the maintenance of municipal utility infrastructure. The incumbent will also be responsible for the inspection of new construction and installation of revised or additional systems in accordance with national, provincial and municipal laws, codes and regulations and best engineering practices as it relates to municipal utility systems. Under the supervision of the Supervisor III Underground Utilities, the Water Meter Specialist duties are performed in accordance with municipal and engineering policies and project objectives, in a safe and professional manner.

The incumbent will be responsible for the effective operation and maintenance of the City’s metering infrastructure. The work being performed is of a technical nature. This work may include conducting investigations, inspections, analysis of data, and interpreting designs, specifications, drawings and writing reports. The incumbent will liaise closely with other sections of the organization, particularly with the Utilities Superintendent, Utility Supervisors, Utilities Maintenance crews and the Finance department. The incumbent will provide technical information for use by staff, contractors, consultants, utility companies, and the general public. The Water Meter Specialist will be required to perform meter analysis, water auditing, meter testing, customer service calls, leak investigations and other related duties as assigned. Assignments and responsibilities are performed under supervision and performance is subject to review, inspection and evaluation by the Utilities Superintendent. The incumbent will be required to attend technical services and training courses relating to utility and other municipal operations as required.

The Water Meter Specialist will be required to be familiar with all aspects of Automatic Meter Reading (AMR) and Advanced Metering Infrastructure (AMI) technologies. The incumbent will perform and support various activities including, but not limited to meter installation and repair, field operations, inventory control, scheduling, assess data collected and prepare accurate reports.

The incumbent will normally work the standard work week of Monday to Friday within the hours specified and, on occasion, work overtime as authorized. The incumbent may be required to travel in the performance of duties. The incumbent, upon hiring, will have union dues deducted from source in accordance with the Collective Agreement.
Education: - Must have or be able to obtain Class II in Water Distribution in accordance with the Environmental Operator Certification Program E.O.C.P.
Skills: - Sound knowledge of the methods, materials, tools, equipment and procedures utilized to conduct water usage reports of underground infrastructure and all other duties related to the position.
- Sound knowledge of municipal engineering, construction and maintenance operations.
- Working knowledge of computer applications such as Microsoft Office, Microsoft Excel and extensive knowledge and experience in meter reading data collection and billing software applications.
- Sound knowledge of national, provincial and municipal laws, bylaws, codes and regulations governing municipal engineering works.
- Able to establish and maintain an effective working relationship with staff, contractors and the general public.
- Able to communicate effectively, both orally and in written format, with sound knowledge and ability to prepare and present technical and non-technical reports and all forms of general correspondence.
- Able to plan and schedule assigned work to meet project time lines.
- Must be in possession of a valid B.C. Driver's Licence.
Salary: $35.55 per hour (2023 rate)
