Title: Bylaw Enforcement Officer (Full Time)
Department: Development and Regulatory Enforcement Services
Duties: The incumbent in this class will be responsible for assisting in the administration of inspectional and enforcement programs; investigating and processing complaints concerning infractions or violations of Municipal Bylaws; preparing information for prosecution and giving evidence in court. The incumbent will provide assistance for all facets of enforcement of bylaws and regulations, receiving and processing complaints and conferring with other departments and agencies; receiving and processing business and trade licence applications; performing field inspections for bylaw infractions and for businesses to ensure they are properly licensed and operated in accordance with bylaws and regulations; investigating applicants for licences; issuing licences and commercial vehicle plates; interpreting regulations and bylaws to the general public. The incumbent will be responsible for clerical duties; maintaining records and files, preparing correspondence, handling simple accounts. The incumbent will perform other related duties as assigned. Assignments and responsibilities are performed under general supervision in accordance with established routine and performance is subject to review, inspection and evaluation by the Manager..
Education: -Must have a minimum of Grade 12 education supplemented preferably with courses in Criminology and Administration;

-Must have formal training and experience in inspectional and investigative work, and successful completion of the Institute of Justice Program in Bylaw Enforcement - OR - equivalent combination of training and experience;

Skills: -Must acquire a superior knowledge of the bylaws, statutes, ordinances and regulations related to the municipality;

-Able to enforce applicable bylaws and regulations effectively and with impartiality and sound judgement;

-Able to perform a variety of clerical and record keeping duties;

-Able to prepare and present evidence in court;

-Able to establish and maintain an effective working relationship with business representatives, the public, municipal officials and staff;

-Able to communicate effectively, in both oral and written format, with ability to prepare technical and non-technical reports;

-Able to administer the bylaw and licensing functions with minimal supervision and plan, direct and coordinate the work of subordinates;

-Able to establish and maintain an effective working relationship with department officials and other members of staff.
Salary: $30.66 to $36.07 per hour (2019 Rates)
