Department: Planning and Strategic Initiatives
Duties: The incumbent in this class assists management to achieve efficient operation in the licencing function of the Department through effective public relations and reliable performance of clerical, receptionist, inspection and equipment operations duties, observing and complying with municipal policies and ensuring the security of confidential material pertaining to the Department's operation.

The incumbent in the class will perform a variety of typing, clerical secretarial, and receptionist duties varying in degree of complexity and responsibility; composing and preparing routine correspondence; providing assistance and information relating to licencing and zoning to the public over the telephone or at the receptionist counter; processing calls, complaints and enquires; typing a variety of correspondence, permits and other related material from rough drafts, copies, dictaphone or general instructions; taking minutes of meetings; processing and issuing permits and licences and collecting and processing fees and charges, and providing recommendations on the policies and procedures for the Licencing Cell; independently compiling statistics and records; maintaining section records, files and maps. The incumbent will undertake licencing inspections in conjunction with Building and Bylaw Enforcement staff to ensure compliance with City bylaws and operate a variety of data processing equipment. The incumbent will perform other related duties as assigned. Assignments and responsibilities are performed under general supervision in accordance with established routine and performance is subject to review, inspection and evaluation by the Manager.

Education: -Must have a minimum of Grade 12 education, supplemented by typing, commercial courses and some post secondary education in the Planning or Bylaw Enforcement area - OR - an acceptable combination of training and experience;
Skills: -Good knowledge of the functions, methods, rules, procedures and regulations pertaining to the Department's operation;

-Good knowledge of business English, spelling, arithmetic and punctuation;

-Good knowledge of modern office practices and procedures;

-Good knowledge of the bylaws, procedures, regulations and rules pertaining to the licencing and land use functions of the department;

-Able to perform clerical and secretarial assignments with minimum supervision;

-Able to operate a variety of standard office equipment, including a personal computer;

-Able to establish and maintain an effective working relationship with the public, department officials and other members of staff;

-Able to be polite, tactful and courteous in dealing with the public and be neat in appearance.

WORKING CONDITIONS:

The incumbent in this class will normally work the standard work week of Monday to Friday within the hours specified and on occasion work overtime as authorized. The incumbent, upon hiring, will have union dues deducted from source in accordance with the Collective Agreement. The incumbent will be responsible for performing tasks associated with secretarial "housekeeping" duties.


Salary: $25.48 to $29.98 per hour (2018 rates)
