Duties: The incumbent in this class assists management to achieve an efficient operation in the City's Roads Management Program through reliable performance in traffic counts/analysis, pavement management systems, contract and specification preparation, budget preparation and administration, and the maintenance of essential records and drawings. As a senior technician, the incumbent is expected to accept responsibility and to use initiative in all phases of the work to ensure the achievement of the foregoing and departmental objectives are met satisfactorily. The incumbent will be responsible for observing and complying with municipal policies and ensuring the safety and security of confidential material pertaining to the Department's operation.

The incumbent will be responsible for staff supervision and performing technical work involving all aspects of management of the City's Road System including traffic management issues, parking, street lighting, traffic signals, pavement maintenance, preparation of contracts, estimates, specifications and annual budgets, supervision of construction, the maintenance of division records and data base. The incumbent must write letters and reports.

The incumbent will be responsible for a variety of field inspections, review proposed work programs and monitor their progress, liaise with consultants, contractors, developers, external agencies and other staff. The incumbent must attend and address Committees of Council and other meetings when required. The incumbent will perform other duties as assigned.

The incumbent will provide assistance and technical information to staff, contractors, consultants, utility companies, developers and the general public. The incumbent will be responsible for all facets of staff supervision; assigning, coordinating and monitoring the work of subordinates; training, supervising, disciplining and assessing the performance of subordinates. The incumbent will be required to perform other related tasks as assigned. Assignments and responsibilities are performed under general supervision and performance is subject to review, inspection and evaluation by the Director of Engineering.
Education: -Must be a graduate of an institute of technology in a minimum two year Civil Engineering Technologists Program, eligible for certification in the ASTTBC with five (5) years of progressive experience in roads and traffic - OR- an acceptable combination of training and experience;

-Be in possession of a valid B.C. Driver's Licence.
Skills: -Sound knowledge of warrants for traffic regulatory devices;

-Sound knowledge of road construction methods and materials;

-Sound knowledge of regulations, rules and bylaws affecting the division;

-Ability to work with and develop computerized data base;

-Ability to prepare annual capital and maintenance budgets;

-Ability to plan, direct and control the work of subordinates;

-Able to establish and maintain an effective working relationship with developers, contractors, engineers, elected officials, external agencies, other staff and the general public;

-Able to communicate effectively both orally and in written format and especially to prepare the present technical and non-technical reports and all forms of general correspondence;

-Able to perform a variety of engineering computations and tabulations and interpret a variety of technical data and information;

-Ability to establish and maintain essential division records and data base;

-Able to work in all weather conditions;

-Traffic Signal Field Technician certification from IMSA would be an asset;

The incumbent will normally work the standard work week of Monday to Friday within the hours specified and on occasion work overtime as authorized. The incumbent will be required to travel in the performance of duties. The incumbent, upon hiring, will have union dues deducted from source in accordance with the Collective Agreement.



Salary: $36.36 to $42.78 per hour (2018 rates)
