Title: Senior Environmental Services Specialist (Full Time)

Duties: The incumbent will be responsible for the efficient operation of the Bailey Landfill site, including but not necessarily restricted to the following duties: day to day liaison with and direction to the contractor(s) operating at the landfill, including weigh scales, providing the contractor with instructions on the location of daily and weekly operations; making recommendations on improving work methods; assisting with the administration of the landfill contract, the monitoring of adherence to the requirements of the contract, and development of a port closure plan for the landfill. The incumbent will assist management in interpreting and analysing groundwater and surface water monitoring data, and making recommendations regarding groundwater and surface water monitoring for both the landfill site and a composting facility operating on City owned property.

The incumbent will be required to supervise the work of per diem contractors and City forces, carry out technical investigations relating to landfill improvements such as surface drainage, leachate collection systems, environmental monitoring well systems, assist in the long term planning of the landfill, and assist with the preparation of the annual operation and maintenance of capital work.

The incumbent will be responsible for the operation and strategic direction of the City's recycling program. This will include making recommendations to senior management on new programs, initiatives, marketing, and public relations campaigns, Further, the incumbent will be responsible for planning and managing all special projects (i.e. household hazardous waste program, spring pitch-in, etc.), as well as all related capital works programs. The incumbent will also be required to complete flood protection activities, including the preparation of Water Act applications, funding applications and requests for proposals.

The incumbent will perform other related duties as assigned. Assignments and responsibilities are performed under general supervision in accordance with established routine and performance is subject to review, inspection and evaluation by the Manager of Environmental Services. The incumbent will supervise the work of the Environmental Services Specialist.

Education: - Must have post secondary training in environmental services with emphasis on solid waste and flood protection management;
- Must be in possession of a valid BC Driver's Licence.
Skills: - Sound knowledge of integrated solid waste management programs;
- Sound knowledge of flood protection practices;
- Good knowledge of engineering principles and practices relating to municipal solid waste and flood protection;
- Knowledgeable of recycled material marketing;
- Sound knowledge of engineering design principles related to recycling;
- Knowledge of environmental law and regulations;
- Knowledge of air quality monitoring principles and practices;
- Knowledge of hazardous waste management practices;
- Knowledge of methods, procedures and practices used in landfill operations;
- Knowledge of environmental wells and ground water testing analysis;
- Knowledge of methods, procedures and practices used in weigh scale operations;
- Knowledge of landfill gas monitoring principles and practices;
- Knowledge of composting principles and practices;
- Able to perform engineering design and layout work to prepare estimates, costs, drawings, etc.;
- Knowledge of leachate control practices;
- Able to use drafting and calculating instruments;
- Knowledge of municipal bylaws, zoning regulations and other pertinent regulations/polices pertaining to the operation of the department;
- Able to establish and maintain an effective working relationship with developers, contractors, engineers, elected officials, other members of staff and the general public;
- Able to communicate effectively, both orally and in written format, with sound knowledge and ability to prepare and present technical and non-technical reports.
Salary: $36.36 to $42.78 (2018 rates)
