Duties: | The incumbent in this class assists management to achieve efficient operation within the Department through reliable performance in staff supervision and various planning functions, ensuring the safety and security of confidential material pertaining to the Department's operation.
The incumbent will be responsible for the comprehensive planning requirements of the Department, conducting investigations and studies; developing projections and plans for industrial, commercial, residential and other areas of land use; preparing comprehensive long-range development plans, analyzing a variety of data pertinent for the completion of major planning projects. The incumbent will provide technical support for the economic development function such as undertaking research and data collection, preparing feasibility and market studies and developing pro formas and conducting cost benefit and economic base studies. The incumbent will, from time to time, assist in development control matters including projects relating to land use, zoning needs and urban renewal, reviewing existing zoning provisions, regulations, bylaws, etc., recommending changes to meet community needs. The incumbent will attend Council and Committee meetings as required. The incumbent will perform other related duties as assigned. Assignments and responsibilities are performed under general supervision and performance is subject to review, inspection and evaluation by the Manager. |
Education: | Must have a degree in planning from a recognized university with three (3) years professional experience in urban and regional planning - OR - related degrees and extensive experience in both comprehensive planning and development control. |
Skills: | Sound knowledge of the various government agencies involved in planning and sound knowledge in application procedures;
Superior knowledge of the principles, practices and objectives of urban and regional planning; Sound knowledge of the theory and practices of environmental disciplines applicable to planning; Knowledgeable of economics, municipal finances and sociology as applied to urban planning; Able to establish and maintain an effective working relationship with Council members, officials, department heads and staff and be tactful and diplomatic in dealing with the public; Able to supervise, direct and control the work of subordinates; and, Able to communicate effectively, both orally and in written format, with sound knowledge in and ability to prepare technical and non-technical reports. |
Salary: | $35.45 to $41.70 per hour (2015 rate) |
