Duties: | This is a supervisory firefighting position entailing the supervision of a fire apparatus and assigned firefighter company, under the direction of the Company Officer - Captain. As a company officer the Lieutenant will respond to all types of incidents and public safety and/or service calls in order to meet the needs of the community in support of their company. The Lieutenant will be required to perform the role of the Incident Commander at emergencies attended, until relieved by a superior officer. The Lieutenant coordinates with the Captain to schedule daily duties, company fire and life safety inspections, delivers public safety education programs, and conducts or aids with preliminary fire investigations... The Lieutenant assists the Captain in the planning, assessment, and delivery of company level training of both career and paid-on call members as assigned.
In concert with the Captain, the Lieutenant is responsible for the discipline and morale of assigned career personnel and for the proper maintenance and security of apparatus equipment, and facilities in accordance with department policies, and operational guidelines. Under direction, and subject to written and verbal policy and regulations, this Lieutenant exercises independence of judgment and action in their responsibilities including emergencies until relieved by a superior officer. The Lieutenant completes forms and reports using department computers and software as assigned. Performance is evaluated in terms of effective leadership, the performance of assigned staff and the condition of fire apparatus, equipment and facilities. |
Education: | Must have at least 6 years of career firefighting experience.
Must have completed grade 12 education. Successful completion of Emergency Scene Management (ESM) Level 1 course. Successful completion of NFPA 1041 Fire Service Instructor Level 1 (FSI 1). Must have a valid BC Class 3 drivers license with air brake endorsement. Must possess and maintain a valid BC First Responders Level 3 certificate (including both AED and spinal endorsement) and a recognized CPR Level C certificate. |
Skills: | Ability to effectively lead and supervise personnel, and promote an effective team;
Thorough knowledge of the operation and maintenance of Fire Department firefighting apparatus and equipment; Thorough knowledge of strategy and tactics used to combat and extinguish all types of fires; Extensive knowledge of rescue and hazardous materials principles and practices; Thorough knowledge of the geography of the City of Chilliwack area including the location of industrial, commercial and institutional buildings, roads and other physical features and landmarks; Thorough knowledge of the City and Chilliwack Fire Department's policies and operational guidelines; Ability to effectively preplan for emergencies; Considerable knowledge in the principles and practices used in the instruction and training of Fire Department personnel; Considerable knowledge of building construction; Considerable knowledge of fire service hydraulics and firefighting water supply; Considerable knowledge of fire prevention including fire investigations, fire inspections, public education and related codes, regulations and bylaws; Considerable knowledge of the Incident Command System and BCERMS; Ability to assess an emergency and perform firefighting and related duties independently as required; Must be medically and physically fit in order to do prolonged and arduous work under adverse conditions; Ability to react quickly and remain calm under duress and strain; Ability to deal with the public courteously, tactfully, and authoritatively in both emergency and routine situations; Ability to complete a variety of records and reports related to the work; Ability to perform and supervise the servicing, maintenance and repair of the assigned fire hall, equipment and fire apparatus; Ability to establish and maintain effective working relationships with superior officers, peers and subordinates; Ability to effectively use the fire department's computer hardware and software; and, Perform other related duties as assigned. |
