Duties: GENERAL ACCOUNTABILITY:

The incumbent in this class assists management to achieve the efficient operation of the City's storm drainage, sanitary sewer collection and water distribution systems. This is a skilled position requiring the incumbent to undertake maintenance, operation and construction of utility infrastructure, observing and complying with municipal policies and recognized and acceptable safety practices.


NATURE AND SCOPE OF WORK:

The incumbent in this class is the first line working supervisor responsible for subordinates and responsible for the maintenance and operation of the City’s water, sewer and drainage infrastructures and equipment; receiving oral and written assignments which are supplemented by the need to understand and interpret sketches, construction drawings and plans. The incumbent shall be responsible for identifying locations of other utilities prior to commencement of work.

The incumbent shall be responsible for training workers being supervised and making decisions with regard to ensuring supplies and equipment are available as needed. The incumbent will arrange for site meetings with contractors and property owners as required. The incumbent will be required to undertake other duties as assigned by management.

The incumbent shall be responsible for equipment and materials assigned, purchasing of supplementary materials; planning the work to ensure the tasks are carried out efficiently and safely; ensuring that site conditions are correctly shown on plans and specifications; organizing the labour, materials and equipment to ensure they are available at the time and location required; maintaining control of work orders and expenditures, reporting all circumstances that require deviations from plans, maintaining a daily record of production quantities, changes in design and increases in the scope of work; ensuring that all acceptable and reasonable safety measures are taken to protect personnel, equipment, material and public from injury or damage.
The incumbent will be required to perform other related tasks as assigned. Assignments and responsibilities are performed under general supervision and performance is subject to review, inspection and evaluation by the Utilities Superintendent.

The incumbent shall at all times give priority to ensure that the water supply to all customers is maintained and ensuring that public health is not endangered. The incumbent shall also give priority to the prevention and control of private property damage due to water escapement or sewer back-up occurring in the City's utility system.
Education: -Must have a minimum of Grade 12 education supplemented by courses and five years experience as Utilityman III - OR - an equivalent combination of training and experience;

-Must be in possession of a valid B.C. Driver's Licence with Air Brake Endorsement;

-Must be in possession of a valid Level 1 First Aid Ticket;

-Must hold a Certificate in Sewer and Water Works I and II as offered by BCIT;

-Must possess Level II in both Water Distribution and Waste Water Collection. It is desirable that Level III in either be obtained as per the B.C. Certification Program for Operators;

-Must have superior knowledge of the operation, construction and/or maintenance methods, materials, equipment, procedures and practices used in the City storm and sanitary collection systems and water distribution;

-Must have superior knowledge of disinfecting practices and able to calculate dosages of chlorine, and also be able to carry pressure tests;

-Must also have the ability to use the computerized maintenance management system and be knowledgeable in the use of C.C.T.V. Inspection Systems;

-May be required, at the discretion and expense of the employer, to attend courses, seminars, etc., for the purpose of staying current with changing technology.
Skills: -Able to understand verbal and written instructions in English, complete required forms and perform all facets of related mathematics;

-Able to recognize and rectify and/or report on actual or potential safety hazards;

-Able to lift and carry heavy objects;

-Able to be familiar with subdivision standards pertinent legislation, regulations and bylaws as provided by the employer;

-Able to read and understand working drawings as they relate to work requirements and produce as-built drawings and/or sketches;

-Able to maintain records and prepare and present reports both in oral and written format;

-Able to establish and maintain an effective working relationship with department officials and other members of staff;

-Able to plan, direct and coordinate the work of subordinates and supervise the work of semi-skilled and skilled workers;

-Able to exhibit courtesy, tack and diplomacy in dealing with the public;

-Able to ensure that a high standard of housekeeping of the City facilities and work areas, equipment and supplies is maintained;

-Able to work in wet, humid and dirty conditions while subjected to odours, fumes and gases underground in manholes and pump stations;


The incumbent will normally work a standard work week of Monday to Friday and must perform standby duties as required. The incumbent must be of good health and able to work outdoors regardless of weather. Travel will be required in the performance of duties. The incumbent, upon hiring, will have union dues deducted from source in accordance with the Collective Agreement.

Salary: $27.73 - $32.62 (2015 Rates).
