Duties: The incumbent in this class assists management to achieve an efficient and economical operation in the maintenance of existing municipal utilities systems or works within the area assigned and for the design and construction or installation of revised or additional systems or works according to the national, provincial and municipal laws, codes and regulations and in the best engineering practices. As a senior technician, the incumbent is expected to accept responsibility and to use initiative in all phases of the work to ensure the achievement of the foregoing and departmental objectives are met satisfactorily. The incumbent will be responsible for observing and complying with municipal policies and ensuring the safety and security of confidential material pertaining to the Department's operation.


NATURE AND SCOPE OF WORK:

The incumbent will be responsible for performing technical and administrative work related to utilities which include water distribution, sewage collection, waterworks and sewage pump stations and controls; drainage works; and other related equipment and facilities. Technical work includes responsibility for investigation, surveys, inspection, analysis of data, designs, specifications, drawings, cost estimates, reports, contract documents and supervision of construction by contract, equipment rental and direct labour; setting up and recommending standards for municipal work and for private work related or controlled by municipal bylaws. The incumbent will also make recommendations for work programs and policy matters, assist in the preparation of budgets, attend committee and other meetings as and when required; write letters, prepare purchase orders, certify invoices and claims for payments, monitor expenditures in relation to budget control, keeping records, files and drawings updated and maintaining section filing systems. The incumbent will liaise closely with other sections of the Department, particularly with Superintendents, Foreman and Utilities Maintenance Crews. The incumbent will provide assistance and technical information to staff, contractors, consultants, utility companies, developers and the general public. The incumbent will be responsible for all facets of staff supervision, assigning, coordinating and monitoring the work of subordinates; training, supervising, disciplining and assessing the performance of subordinates. The incumbent will be required to perform other related tasks as assigned. Assignments and responsibilities are performed under general supervision and performance is subject to review, inspection and evaluation by the Utilities Manager.
Education: Must be a graduate in an Institute of Technology in the two year Civil Engineering Technologists Program and should have ten (10) years experience related municipal engineering work -OR- an acceptable combination of training and experience.
Skills: Sound knowledge of engineering and technical methods, practices and procedures required in the performance of duties of the position;
Knowledge of hydraulic network analysis;
Sound knowledge of engineering, construction and municipal maintenance operations;
Sound knowledge of national, provincial and municipal laws, bylaws, codes and relations governing municipal engineering works;
Able to perform engineering designs and layout work, preparing estimates, plans, drawings and specifications;
Able to establish and maintain an effective working relationship with developers, contractors, engineers, elected officials, department officials, staff and the general public;
Able to communicate effectively, both orally and in written format, with sound knowledge and ability to prepare and present technical and non-technical reports and all forms of general correspondence;
Able to plan, direct and control the work of subordinates effectively;
Able to perform a variety of engineering computations and calculations and interpret a variety of technical data and information;
Must be in possession of a valid B.C. Driver's Licence.
Salary: $33.20 to $39.07 per hour (2013 rate)
