Duties: | GENERAL ACCOUNTABILITY:
The incumbent in this class assists management to achieve an efficient operation in the Public Works Department through reliable performance of all phases of watercourse management, observing and complying with municipal policies, ensuring the safety and security of confidential material pertaining to the Department's operation. NATURE AND SCOPE OF WORK: The incumbent will be responsible for providing assistance to the Public Works Department in implementing and coordinating City construction projects and maintenance activities that may impact environmentally sensitive watercourses; providing guidance and direction to City employees and contractors on fish habitat and related enviornmental issues; making recommendations regarding the impact on watercourse ecological systems of construction projects and maintenance methods. The incumbent will be responsible for the formulation of related policies and standards, and will liaise closely with Department of Fisheries and Oceans and related agencies. The incumbent will be required to supervise the work of contractors and City forces assigned to the project being supervised, carry out technical investigations relating to environmental and ecological issues. The incumbent will also be required to implement and coordinate environmental reviews of City initiated construction and maintenance projects that may impact watercourses; undertake the design of compensation and mitigation plans; coordinate applications for works; conduct site inspections and monitor work in progress to ensure compliance with established environmental standards and regulations. The incumbent will provide environmental guidance and advice to City employees and contractors on fisheries issues for maintenance operations such as grass removal, ditch and creek cleaning, stream bank stabilization as well as other related activities such as fish sampling and salvage, habitat improvement projects and habitat restoration techniques. The incumbent will assist with the development of fish habitat restoration and compensation plans. The incumbent will perform other Public Works related duties as assigned. The incumbent will be required to issue B.N.E.B. tickets as related to the Department’s activities and responsibilities. Assignments and responsibilities are performed under general supervision in accordance with established routine and performance is subject to review, inspection and evaluation by the Director of Public Works. WORKING CONDITIONS: The incumbent will normally work the standard work week of Monday to Friday within the hours required to ensure effective performance and will be required to work overtime as authorized. The incumbent will be required to travel in the performance of duties. The incumbent, upon hiring, will have union dues deducted from source in accordance with the Collective Agreement. |
Education: | -Must have completed a post secondary diploma from a recognized institution in an area of environmental studies with a minimum of two (2) years experience related to municipal engineering work or in watercourse ecological systems;
-Must be eligible for membership in the Applied Science Technologist and Technicians of BC or other equivalent professional organization in a relevant area of applied science or technology; |
Skills: | -Must be in possession of a valid B.C. Driver's License;
-Extensive knowledge of anadromous/resident fish native to Chilliwack and their habitat requirements; -Good knowledge of the application of federal and provincial regulations and guidelines related to watercourse ecological systems; -Good knowledge of engineering principles and practices relating to environmental and watercourse technology; -Good knowledge of municipal bylaws, zoning regulations and other pertinent regulations/polices pertaining to the operation of the department; -Knowledge of instream works best management practices and mitigation techniques for minimizing impacts to fish and fish habitat; -Knowledge of relevant computer applications and ability to develop and maintain computerized databases; -Ability to coordinate and implement environmental quality control reviews and to make recommendations on project design, development and the formulation of related standards and policies; -Ability to carry out research activities, review and analyze data, prepare technical reports; establish and maintain related records; -Ability to establish and maintain an effective working relationship with developers, outside agencies, contractors, engineers, elected officials, other members of staff and the general public; -Ability to communicate effectively, both orally and in written format, with sound knowledge and ability to prepare and present technical and non-technical reports. |
